An area structure plan (ASP) is a long-term planning document that guides growth and development of undeveloped lands into a complete community.

Developing an ASP is the first step in setting general land use concepts and establishing overarching planning policies that guide the development of unserviced lands within our municipal boundaries. Such development generally occurs over a long timespan — typically from 20 to 30 years.

Any large-scale multi-parcel subdivision or redevelopment requires an ASP as it is the first step in setting general land use concepts and establishing overarching planning policies that guide the development of unserviced lands within our municipal boundaries. Such development generally occurs over a long timespan — typically from 20 to 30 years. Examples include but are not limited to:

  • Multi-parcel subdivision of more than ten (10) parcels per quarter-section;
  • Recreational campgrounds and trailer parks with more than twenty-five (25) units

The purpose of the Area Structure Plan is twofold.

First and foremost, the ASP refines the County's broader planning objectives of strategic planning documents by promoting community development that is logical, compatible and sustainable. Secondly, an ASP guides and directs specific land use variables including:

  • Proposed land uses
  • Density of population
  • Sequence of development
  • General location of major roadways
  • Public utilities in the area
  • Any additional requirements that Council may require

Outline Plans

An outline plan is a shorter-term planning document that provides the details surrounding the process for creating smaller developments. 

Any small-scale multi-parcel subdivision or redevelopment application requires an outline plan. The requirements are similar to an ASP with some exceptions that can be made at the discretion of the Development Authority based on case by case basis subject to local conditions. Examples include, but are not limited to:

  • Single phased multi-parcel subdivision involving five (5) to ten (10) lots
  • Recreational campgrounds and trailer parks with less than ten (10) lots
